Today, the landscape has shifted, expectations are clearer, and scrutiny is increasing. Projects are starting to move more confidently through Gateway 2, but Gateway 3 is still considered the residential industry’s most critical compliance hurdle.

Why is Gateway 3 now at the top of agendas for upcoming high-rise residential projects?

What are the differences between Gateway 3 and Practical Completion?

What is Gateway 3 assessing?

Gateway 3 is often described as a building’s sign-off. However, it is a comprehensive regulatory interrogation of the building and its delivery.

It requires projects to demonstrate not only that the right outcomes have been achieved, but that the process to get there was controlled, justified, and competently executed.

At a deeper level, Gateway 3 is assessing:

  • The integrity of the relationship between design intent and as-built reality

As the industry begins to gain real-world experience of Gateway 3, the Building Safety Regulator's latest data provides an encouraging, yet important, insight. As of June 2026, 277 Gateway 3 applications had been submitted, with 124 determined and around 86% successfully approved.

While this demonstrates that well-prepared submissions can achieve regulatory approval, it also highlights that the industry is still at the beginning of its Gateway 3 journey.

Significantly, most applications submitted to date relate to refurbishment projects rather than new-build higher-risk residential developments. As more new-build schemes reach completion over the coming months and years, Gateway 3 will increasingly be tested at scale, bringing greater scrutiny to the quality, completeness and accessibility of project information.

For contractors, developers and asset owners, the message is clear: Gateway 3 is no longer simply a compliance exercise at the end of a project.

Why are projects still failing at Gateway 3?

Despite greater awareness, the same practical failures continue to appear, largely because they originate much earlier in the lifecycle.

In many cases, the required information does exist, but it is not usable in its current form. Instead, it is fragmented or incomplete.


Typical issues include:

  • Certification and warranty data stored across multiple systems or incorrect – particularly for refurbishments
  • Photographic evidence not linked to specific locations, drawings, or specifications
  • Lack of structured metadata, making information difficult to navigate
  • Minimal commentary explaining what evidence demonstrates

This results in increased time spent validating and reworking submissions, as well as reduced confidence in the completeness of the evidence base, which leads to a greater likelihood of regulator queries.

Change management is key. Construction inevitably involves change, but Gateway 3 requires that change to be fully controlled and transparent. On top of change management, the supply chain plays a vital role in generating Gateway 3 evidence but is often not structured to do so effectively.


Challenges often arise where:

  • Design changes are implemented without consistent documentation or provided in inconsistent formats
  • Lack of clarity around what constitutes “acceptable” evidence, and how they’re formally recorded
  • Approval processes are unclear or incomplete
  • Version control is inconsistent across teams

This leads to:

  • Gaps and contradictions between the approved design and the as-built condition, which are not reflected in the submissions
  • Difficulty demonstrating compliance with original intent
  • Uncertainty around accountability and decision-making

One of the most significant risks is identifying compliance gaps only at the Gateway 3 stage.
